By-laws, Local 834
By-laws are promulgated as a matter of guidance and
precedence to efficiently administer the affairs of
the Local. By-laws shall not be inconsistent with any
provision of the mandated Local constitution, but may
contain articles peculiar to the administration of a
Local. By-laws shall be amended by the Local
Executive Board and shall be approved by the General
Membership.

ProcedureRevised will be the guideline for meetings.
The presiding officer at all general
membership meetings shall be the President of the
Local or his/her designee.
The presiding officer may require
any person to produce a current CSEA membership card.
The presiding officer shall deem a
quorum exists, regardless of the percentage of
membership in attendance, at all general membership
meetings of the Local.
Only current members in good
standing on the date of the general membership meeting
may be allowed to attend the meeting, to address the
membership body, make motions, second motions or vote
on motions.
All duly made and seconded motions shall be
considered passed by a simple majority vote of those
members in attendance. Said motion(s) shall not be
inconsistent with the Local Constitution or By-Laws.
There shall not be any proxy or absentee voting
motions.
Local officers of Local 834 shall be elected
as Officer/Delegate. In addition, the local shall
elect seven Delegates-at-Large and one
Alternate/Delegate-at-Large.
In the event of a vacancy the
Alternate/Delegate-at-Large with the highest number of
votes shall fill the vacancy.
In the event there is no
Alternate/Delegate-at-Large the President shall fill
the vacancy with the approval by majority of the Local
Executive Board.
Delegates as designated in Article III, Section I
may attend the Association Annual Conferences and the
Statewide Local Government Conference.
All delegates to the Annual
Association Conferences and Statewide Local Government
Conferences shall be required to attend and sit
together at business meetings.
The Local delegates-at-large shall
attend Local meetings at the discretion of the
President and the Local Executive Board.
Each delegate in attendance at the time of a roll call
vote shall be entitled to an equal proportion of
voting strength of the local at the time of
certification with the Statewide Secretary. Each
delegate will be entitled to split his or her vote as
entitled.
Officers of Local 834 shall be President, Executive
Vice-President, 1st- 2nd - 3rd Vice Presidents,
Treasurer, Recording Secretary.
The President, with the approval of
the Local Executive Board, may appoint a Corresponding
Secretary and a Financial Secretary.
The Corresponding Secretary, Financial Secretary, and
elected delegates-at-large shall be non-voting members
of the Local Executive Board.
The Duties of the officers shall be as stated
in the Local Constitution with the following
additions:
The Executive Vice President shall
assume the duties of the President if the President is
unable to act for any cause whatsoever, or if the
office becomes vacant. The Executive Vice President
shall perform those duties as assigned by the
President or the Local Executive Board.
Each Vice President is mandated to
chair a standing committee as appointed by the
President with approval of Local Executive Board.
The Financial Secretary shall perform those
duties assigned by the Treasurer. The Financial
Secretary is not authorized to sign checks.
Any other appointed office with the
exception of the Delegate-at-Large shall assume those
duties as prescribed by the President with the
approval of the the Local Executive Board.
The voting members of the Executive Board of
Local 834 shall consist of the elected Local Officers,
Unit Presidents, and Local Representative to the
County Executive Committee of the Statewide
Association.
In the event a Unit President is
unable to attend (s)he may authorize in writing an
elected officer from his/her Unit to attend and vote.
A Quorum shall consist of one-third of
the voting membership of the Local Executive Board.
